Ideal Isberg Constitution
ARTICLE 1
This constitution supersedes all other constitutions of Ideal Isberg A.R.L.F.C.
Changes to this constitution may only be made at the AGM or EGM.
ARTICLE 2
This club will be known as Ideal Isberg A.R.L.F.C and will be based at Winifred Holtby School, Bransholme, Hull, and at Biggin Hill School, Biggin Avenue Bransholme Hull and at the Brooklands Sports Club, Chamberlain Road, Hull.
ARTICLE 3
This club will be run by a committee, comprising of a Chairperson, Secretary, Treasurer and at least one representative from each age group.
ARTICLE 4
A full committee meeting will be held on the first Monday of the month commencing at 7:00pm at the Brooklands Sports Club, Chamberlain Road, Hull.
ARTICLE 5
An AGM will be held at the end of each season and before the commencement of the next at an agreed date for the purpose of electing officials by means of Proposal and Seconding and finally by a Majority vote of persons present.
ARTICLE 6
An extraordinary general meeting (EGM) of the committee may be called as and when necessary and will be held at a time and place convenient to all who may attend.
ARTICLE 7
Any business related to the running general welfare of the club and/or its Members and appropriate for committee discussion/decision may only be dealt with at a full committee meetings, AGM or EGM and allowing for apologies or absence.
ARTICLE 8
All matters raised and discussed at committee meetings should not be discussed with people outside the club unless there is a need to do so; otherwise all matters are confidential to the club and its members.
ARTICLE 9
Selection of committee members will be at the AGM. However, replacements of committee members resigning during the season may be dealt with at any full committee meetings, AGM or EGM and allowing for apologies or absence.
ARTICLE 10
Apart from the Chairperson who retains a casting vote. The secretary, Treasurer and each individual age group are entitled to one vote each and the club will be seen to adhere to any majority vote taken in this way. When an age group is represented by more than one person, one collective vote shall be made by that age group.
ARTICLE 11
Specific individuals including club members, parents, guardians or any other person known to the club may be requested/invited to attend committee meetings too discuss matters or points of discipline that may concern them or their child. Specific individuals may also request to attend committee meetings. They must however come to the committee with a specific point to make and would not be invited to attend the full committee meetings. The clubs also reserves the right to ban any person from the touch lines who it is proved has brought the names of the club into disrepute.
ARTICLE 12
The Chairperson may not make proposals. He may only direct proceedings, answer questions and give general guidance during discussion.
ARTICLE 13
This club adopts the Child Welfare Policy of the Rugby Football League and the Hull & Districts Youth Rugby League Association and the club will adhere to and abide by the rules and code of the above association via an approved person elected by the committee.
ARTICLE 14
This club has in place codes of conduct, an equal opportunity policy and an equity policy, which the club and it’s members will adhere to. Failure to do so will result in disciplinary action. (Appendix 1,2, and 3)
ARTICLE 15
Members of the youth committee and the open age committee may meet from time to time to discuss matters of policy that may affect the club as a whole. Such meetings should be at a place and time convenient to both parties.
ARTICLE 16
The club secretary or appointed deputy must attend the monthly meetings of the Hull and Districts Youth Rugby League Association and the club will adhere to and abide by the rules and code of the above association.
ARTICLE 17
Weekly fixtures should be obtained through the club’s fixture secretary, and they shall be made fully aware of all matters that may in any way effect the running or standing of the club’s fixtures either on or off the pitch.
ARTICLE 18
Development of both players and coaches is of primary importance and every effort will be made to identify development opportunities and exploit them to the benefit of the club and its members.
ARTICLE 19
All age groups must have at least one coach with a recognised coaching qualification and any coach not qualified should be prepared to undertake a coaching course (Being the property of the club for 2 years. If the person leaves the club within 2 years then the person must pay the relevant fee).
ARTICLE 20
It is the responsibility of all club members (coaches, players and officials), to make sure that the clubs facilities, equipment and name are maintained to the highest possible standards. Anyone accused of causing wilful damage to club property or any of its equipment or its name will be asked to attend a committee meeting and may have their membership rescinded in the case of their guilt been proven.
ARTICLE 21
Coaches are requested where ever reasonably possible to ensure all equipment in their charge and belonging to the club is maintained in a safe and clean order. Any loss of club equipment or damage to premises should be notified to the club secretary.
ARTICLE 22
All playing strips, equipment and trophies, whether purchased by the club, through team funding or obtained through sponsorship shall remain the property of the club and can not be sold, given away or removed from the club without the permission of the committee.
ARTICLE 23
The need for new equipment of any kind should be notified to the committee and no purchases should be made without the agreement of the committee.
ARTICLE 24
Subs will be paid weekly to the team coach or a person appointed by the team coach at an agreed amount decided before the start of the season and payment will commence the first week of fixtures. Collected subs should then be given to the treasurer at the monthly meetings. All age groups should keep a record of subs paid which should, if requested be made available to the club.
ARTICLE 25
Any player falling more than three weeks in arrears with subs may be suspended from the club, until the subs are brought up to date.
ARTICLE 26
Subs will cease to be paid upon the completion of each group individual fixtures.
ARTICLE 27
There will be no payment of subs during the Christmas and New Year holiday period.
ARTICLE 28
All age groups will be responsible for raising £100 through a sponsored event between the start and finish of each season, with the proceeds going to the clubs general fund. This money is to be paid to the club treasurer.
ARTICLE 29
The club as a whole will organise at least one fund raising event each season with the proceeds going to the clubs general fund. This money is to be paid to the club treasurer.
ARTICLE 30
The club may from time to time provide other additional funding other than that listed in ARTICLE 33.
ARTICLE 31
The club treasurer will keep an accurate and up to date statement of the clubs finances, which shall be presented to the full committee meeting will be held on the first Monday of the month commencing at 7:00pm at the Brooklands Sports Club, Chamberlain Road, Hull.
ARTICLE 32
The transfer of monies into or out of the club account requires two signatures.
ARTICLE 33
The club may provide funding for:
- All Hull and District and BARLA fees.
- Medical supplies, tape and Vaseline etc.
- Playing strips, equipment, etc, (unless provided by a sponsor) see also ARTICLE 22.
- End of season trophies to max of £100. (unless provided by a sponsor) see also ARTICLE 22.
- Fines imposed on players and coaches. The club will accept payments from any individual offering to pay their own fines.
- A percentage of the cost of any coaching or first aid course.
- The hire of buses to take teams to out of town games.
- Players, coaches, physio travel free. A charge should be made to all others travelling on the clubs buses. Also some form of fund raising i.e. raffle etc should be organised and proceeds to go to the club treasurer.
ARTICLE 34
A funding committee meeting will be held on the second Monday of the month commencing at 7:00pm at the Brooklands Sports Club, Chamberlain Road, Hull.
ARTICLE 35
The club will abide by the rules, regulation and code of conduct of the Hull and District league, BARLA, and/or any other recognised administering body.
Appendix One:
CODE OF CONDUCT FOR CLUB OFFICIALS AND VOLUNTEERS
The essence of good ethical conduct and practice is summarised below.
All volunteers must:
- Consider the well-being and safety of participants before the development of performance.
- Develop an appropriate working relationship with participants, based on mutual trust and respect.
- Make sure all activities are appropriate to the age, ability and experience of those taking part.
- Promote the positive aspects of the sport (e.g. fair play).
- Display consistently high standards of behaviour and appearance.
- Follow all guidelines laid down by the local and national governing body and those within the club constitution.
- Hold appropriate valid qualifications and insurance cover.
- Never exert undue influence over performers to obtain personal benefit or reward.
- Never condone rule violations, rough play or the use of prohibited substances.
- Encourage participants to value their performances and not just results.
- Encourage and guide participants to accept responsibility for their own performance and behaviour.
Appendix Two:
EQUITY POLICY STATEMENT
This club is committed to ensuring that equity is incorporated across all aspects of its development. In doing so it acknowledges and adopts the following Sport England definition of sports equity:
- Sports equity is about fairness in sport, equality of access, recognizing inequalities and taking steps to address them. It is about changing the culture and structure of sport to ensure it becomes equally accessible to everyone in society.
- The club respects the rights, dignity and worth of every person and will treat everyone equally within the context of their sport, regardless of age, ability, gender, race, ethnicity, religious belief, sexuality or social/economic status.
